通過中國國民黨總統初選民意調查門檻的立法院副院長洪秀柱今天說，修憲雖沒共識，但她宣示如果當選總統，會實質推動閣揆同意權，請民主進步黨總統參選人蔡英文表態。
立法院第八屆第七會期休會，外界關注的修憲案經一下午協商，朝野立法院黨團仍無法達成共識，終究沒送出立法院。
洪秀柱在立法院受訪表示，遺憾修憲過程中碰到阻礙，民進黨堅持要十八歲投票權，卻不支持不在籍投票；國民黨主張除十八歲投票權，應有不在籍投票，否則在外就學的年輕人「看得到用不到」，根本無法回鄉投票。
閣揆同意權部分，她說，有個原則須遵守，就是「權責相符」。中華民國經多次修憲，反而去掉這點重要精神。如果她當選，哪怕沒有修憲，但要遵守這個精神，「希望蔡主席比照辦理」。
洪秀柱表示，蔡英文過去極力主張內閣制，現在不提了，要請蔡英文承諾，不論誰當選，願實質質推動內閣同意權。「我已經這樣宣示」，也請蔡英文說清楚，「妳願不願意？」
